Preheat oven to 375°F. Grease cookie sheet.
In a bowl, mix together flour, baking powder, baking soda, salt and oats.
In another bowl, beat margarine and sugar until smooth.and creamy. Beat in eggs, one at a time, until well incorporated. Mix in vanilla. Add flour mixture and mix well. Fold in raisins, cranberries and orange zest.
Drop dough by rounded teaspoonfuls, about 2 inches apart, onto prepared cookie sheet. Bake in preheated oven for 10 to 12 minutes or until edges are lightly browned. Immediately transfer to wire racks to cool.
